NAPCWA's 2011 Annual Spring Forum will be among the most important meetings in our history. It's an opportunity to join prominent national officials, policy experts, your peers, and our key stakeholders and partners as they present a vision for renewed commitment, explore new opportunities in the this new political climate; frame an outlook for policy development; and show you how to increase your role at the national level on improving outcomes for children, youth, and families.
We are calling all child welfare public agency executives, senior management team members, alumni leaders in the field, researchers, practitioners, advocates, parents, youth, consumers, federal, state, and local partners and others vested in the positive outcomes for children and families in need!
As 2011 begins, the climate for change, streamlining, maximizing economies of scale and all other efforts related to transforming the business of government has impacted the delivery of public child welfare services. Many of our human services programs are seeing record caseloads, yet the resources available to us are stagnant if not shrinking. Last November, elections resulted in new state leadership in more than half the states, and many were voted in to fix government with an emphasis on reducing spending. These changes are also realized in the new leadership in many of our state and local public child welfare agencies. The intersection of the new political leadership, new agency leadership, and a possible shift in the path to improved outcomes for public child welfare signals a great opportunity to renew the country's commitment to those in need.
The National Association of Public Child Welfare Administrators has been serving members across the nation:
- as the voice for the Nation's public child welfare field on policy, practice, and performance issues;
- as a respected leader on national dialogue for states, localities, and tribes on all child welfare issues;
- by developing critical relationships to increase member's knowledge;
- through advocacy with Congress and Hill staff; and
- by serving as a link to real time, up-to-date information on emerging trends in child welfare.

NAPCWA 2010 Spring Conference

This year's conference, titled "Partnering for Safety, Permanency and Well-Being - Engaging Families, Communities and Agencies," provided child welfare leaders the opportunity to learn, share, network and celebrate with participants and speakers on various topics related to improving outcomes for children, youth and families. Assistant Secretary Carmen Nazario provided an interactive, open, and transparent discussion of how APHSA, NAPCWA and public child welfare administrators can move forward to improve outcomes for children, youth, and families. Child welfare leaders met for critical review of pending policies and legislation impacting the child welfare field. A Town Hall Meeting was assembled on Child Welfare Financing Reform and child welfare administrators, NAPCWA partners, and other stakeholders participated in an open dialogue about the APHSA Child Welfare Financing Reform Policy Initiative. Bryan Samuels, Commissioner of the Administration on Children, Youth, and Families along with key congressional staff were also in attendance for key crucial conversations.

This meeting brings together state and local public agency leaders, members of the Administration for Children and Families, and representatives from Congress for two days of learning, networking, and strategic decision-making on current critical issues in child welfare.
Tuesday, September 15
Member Idea Exchange
This session will provide attendees with an opportunity to discuss with and learn from colleagues around the country in an open format about key issues facing public agency leaders serving children and families in the face of these difficult economic times. NAPCWA members will facilitate this part of the agenda. Specific agenda items include:
- Emerging Issues Facing Public Agency Leaders
- Strategies on how states are managing budget deficits
- Child Welfare Practice Issues
- NAPCWA goals for the new administration
Ways and Means Subcommittee on Income Security & Family Support Hearing: States’ Fostering Connections to Success & Increasing Adoptions Act of 2008
The subcommittee will hold a hearing in which two states will testify about how they are implementing the new law to better support positive outcomes for children in foster care.
Federal Policy Session/Luncheon
Child welfare directors will participate is a special session with newly appointed members of the Obama administration to discuss its critical policy, regulatory, and legislative goals. Participants will have an opportunity to provide feedback on these goals and ask questions regarding the future direction of ACF.

Continental Breakfast with Congressional Staff
Child welfare administrators and Senate and House Staff will have an open discussion on upcoming reauthorizations, possible child welfare financing reform and other legislative initiatives. Additionally, child welfare administrators will update Senate Staff on Fostering Connections to Success and Increasing Adoptions Act.

TANF/Child Welfare Policy Review (NAPCWA Members Only)
The National Association of TANF Administrators, an APHSA affiliate, will present a joint report on the proposed changes in the TANF Reauthorization legislation. A facilitated discussion on the intersection of these two programs will be held and meeting attendees will be asked to provide concrete recommendations to include the proposed legislation.
